Working fine for me, tested with Sideloadly This maybe the iOS bug, you can try rebooting your device after installed the app

If Sideloadly work then App+ will also work. Do you have crash logs when install via App+? To obtain crash logs, head over to Settings -> Privacy -> Analytics & Improvements -> Analytics Data. Once there, you need to find the crash log pertaining to the app in question which will usually go by the format AppName-Date-Time.ips. Save the file and upload it via DropBox or copy and paste its content. // EDIT: You can try rebooting your device after install the app, Rook said this maybe the iOS bug

Your jailbreak is rootless you need iGG rootless, add the iosgods repo and install there Latest iGG is 0.4.5 htw

So it work if you install latest odcctools and ldid?

Please check if you have ldid and odcctools installed, try downgrading these to old version see if it help
