Get Filza FIle Manager? just tap on the .deb file and it will pop up "Zip Viewer, Unarchiver, Installer" and tap Installer and as DiDA said "Make sure it finishes with result code 0 aand you have the dependancies installed." if it doesnt work, download PreferenceLoader from cydia and try again
