It is different for all games, sometimes save files are stored in Library folder or Documents Library folder usually will be in its Preferences folder > .plist file Documents is different, it does not always be the same for the games; sometimes .dat and more (can't recall now) ---- For the second question, I do not have a non-jailbroken device but I think iFunbox can help you out ---- Sometimes you can just use Text Editor to edit the save file but in some instances you need to use Hex Editors and find the value of the thing you are hacking in hex mode, not experienced in this matter since I haven't done much of save games

You need jailbreak to create IPA's or other than that I think you can use iTunes (PC) to download an app and it should have IPA saved somewhere but that IPA that you got from iTunes (PC) will require your Apple Account when you install it to your iDevice so anyone without your Apple Account cannot install it So solution is : Jailbreak
