I was having same problems a month ago. Turns out I didn’t have substrate substitute installed. I had substrate safe mode that was installed by default with uncover so I thought they were the same thing. Check if u have substrate substitute

Use flyjb if ur on iOS 13.5. Shadow and liberty didn’t work for me on 13.5
