You should add to that support topic. Other people can help you besides me, because I don't know why downgrading your Substrate causes Cydia to crash or maybe 0.9.6011 isn't compatible for iOS 9. And that's the reason why hacks does not work on you, you need to downgrade it to 0.9.6011. If you don't know how to downgrade, you go to the package > Modify > Downgrade > Select 0.9.6011.
