You don't have to create a whole new AppleID for it, though it would be wise as you will reset your Billing Address every single time you switch regions. There is a option on the AppleID menu that is named "Country/Regions" where you can change your current AppleID region to something else. Also the other guy is right, VPNs don't have any effect on this.

You can use Cydia and uninstall like any other tweak, it should be under the “P” since the name starts with PUBG-iOSgods...
