oh yeah, I heard that back in November-December that there would be a iOS 9 version but no release date was said, try adding saurikd beta repo to see if iOS 9 compatible Cydia Impactor is there. sorry about that

Actually it is possible You're jailbroken correct? go into cydia and look for a tweak called "Cydia Impactor" without the " " Follow every instruction to ensure that your device will stay working. and Cydia Impactor will reset your whole phone BUT stay on the firmware (in your case iOS 9.0.2) so you can re-jailbreak make sure to back up anything you'd like to save, good luck!

how many gbs is your iPad? the iPad 2 was the worst iPad ever created (many people's opinions, including mine) i think it has 500 MB ram, it's a pretty old device, 3d games get that iPad working hard, you have a lot of red flags man, it might just be the iPad being old. I really don't know what to recommend, other than trying to get a tweak that helps kill any background activity to free up some ram
