Hi  I have installed the deb on ifile for the bloon monkey city hack by curry. Then when I open bloon monkey city nothing happens.  Im on iOS 8

Try giving it the old fashioned Respring or Reboot

I think something is wrong with the file, but the guy doing it is in the shower rn, so I'll give it in like 15 min hopefully

My iPad is not booting up. It's constantly showing Apple logo.

The battery was 10% and it prompted to Activate Power Saver, but it was rather turned off.

 

I tried Volume UP method.

 

I don't want to lose my Jailbreak.

Try this: Create a Symlink with iFile, navigate to /usr/local/bin and copy perl 5.22.0 (Not sure about the version) then go to /usr/bin and tap create symlink and then rename it from perl5.22.0 to perl

Yes I have but sadly nothing but a Cygwin tutorial which I followed

You need to use the full editor. In the edit page down by "Preview Post" there should be a button that says "Use Full Editor" or something along those lines.
