Re-download the deb file again and download it properly.

Make sure there's no running apps in Multitasking also.

i did in first install it but apps didnt show in stting so i unstall it but it didnt step agine

You were supposed to reboot after you install it to take effect.

Then reinstall Cydia Substrate and PrederenceLoader just incase.

-Edit-

You should now receive the update on Cydia. No need to install the .deb manually.
