If It is saying limited access on your PC , then you can do couple things 

 

1. Reboot your device

2. Make sure you have enough data on your phone and that you are eligible to connect .

3. If above steps fails , try contacting your cellphone data provider and complain about it / They will run you through the troubleshooting .

 

If this also fails , then bro  , "I got nothing ".

1. Reset your Network Settings from your iPhone Settings.

 

2. Re-install iTunes.
