Help/Support Apps stuck on LOADING?

Ive used multiple internets to try and solve this problem, as well as a VPN and it still doesn’t work

I have experienced the same issue on several occasions. I download a game and when I click install, the icon remains a gray Apple icon, it never installs.  Today, I was playing Jane”s story and I deleted the app by mistake. I tried to reinstall it without success. Then, I deleted the app from my iOSGods+ downloads, restarted my iPad and redownloaded the game and I was still unable to install it. 
My issue is not related to internet speed or availability, nor lack of space on my IPad. Given the fact that I initially installed the Jane game today without problems, but I was unable to reinstall it later on today suggests an issue not related to my device nor connectivity.
