Sounds like you need to uninstall any recent tweaks you installed while in Safe Mode.

You need to remove all your installed tweaks.

i cant even remove my installed tweaks or install new one

Did you overlapped uncover over Electra code? That happen to me before. Your best bet is to install iOS 12.1.1 b3 while it is still signing. Applying rollectra May or may not fix your current problem. But do try safe mode , uninstall one by one

Install 12.1.1 b3, since 12.1.2 no longer signed. Same as you will restore any ipsw, turn off find me and restore via iTunes.
