If is that what you are asking for its easy, all you need to do is to sync your iDevice with your iTunes.

Conect your Device with iTunes(Pc), locate your device and finally sync your music.

And afaik, you can't sync music without iTunes on a Non-Jailbroken iDevice. But I'm not much of a music user on iPhones so I might be wrong.

Nah... Download "LinkTunes" on cydia. Then go to itunes store and you'll see a tab for link tunes. Download any song you like and it will directly to your music library

LinkTunes is for Jailbroken only. He doesn't have a Jailbreak and he doesn't have a PC.
