I happened to stumble upon this tutorial on how to unban "any" game when my sis told me that her war dragons account was banned from using a war dragons hack from cydia (I think it came from ioscheats repo). Thankfully I jailbroken her phone just for these occasions (iPhone 4 iOS 7.1.2). She first removed war dragons from her phone, then removed the keychains mentioned in your instructions.

 

Update: she still receives the error: "Your account has been restricted due to unauthorized modifications. -14650. She wanted to try the cydia hack mentioned above to "experiment" with the game. No wait time, unlimited gems, level up a whole lot ???? I can always try reading your instructions over again because the first time she did this she was in safe mode. Plz reply back soon.

Do note that this doesn't work on all games.

You could re-do the entire process and make sure you remove the keychains properly, close all programs and restart!
