conclusion after testing on my IOS 9.3.3 jailbroken iphone 6s device it works

After deleting the file upon tutorial it will reactivate your Iphone to the first activation screen after you reboot your device. Just go thru with activation process and reinstall the game that you being banned with and that's it you will be unbanned but if you were playing CSR and CSR Classics it will deleted all your progress from both game and you will have to start from scratch again. But no worries you can still hack the game again with IGG (iGame Guardian) it still works with newer version too. cheers
