This is called Spam effect. There's no effort put forward. The only they you do is put a bunch of stuff down and hope it looks cool. Although most signatures are like that already, this is just too much. Most 'Anime' signatures, have precision with their effects, with lots of Gradient Maps, Color Lookups, and much more. All visual artist know this isn't the 'right' way to make something. You must put time and effort to make things look right.
