A manual respring is achieved by the command I suggested above: killall -9 SpringBoard 

-1 SafeMode

-2 Try the command once

-3 If stuck in a respring, try the command while you're in the respring

Yeah but the prob is PuTTY isn't letting me put the command in

You don't need to input PuTTY anywhere. Install OpenSSH from Cydia to allow SSH connections to your device.

I thought i had to input killall -9 SpringBoard into PuTTY terminal thing and I can't

Are you logged in in PuTTY? As user did you put root and password alpine?

I put my ip in and I think it worked in PuTTY but then it won't allow me to type in PuTTY

You need to wait for the connection to establish in PuTTY. When it'll say login type in root and put alpine as a password, then type the command
