Even with all 3 APT packages loaded, deb files will install and show in Cydia but they wont show anywhere on the device and if it's a settings app even with preferenceloader they wont show there either.

Something else is missing here.  I'm running Electra 1.0.3

EDIT:

Figured it out.  When you jailbreak with Electra you have to keep TWEAKS ON.  This really stinks because two of my main tweaks require it be off.  This jailbreak sucks!!!  At least that ends that mystery.

I also need mobilesubstrate. So this mod menus doesnt work with electra?

There is a method to install iGMMs with Electra. Search it on the forum, I'm sure you'll find it.
