I have tried it many times on non-jailbroken devices.

I have already completed the majority of worlds, way beyond the completion of the first level, yet, the pp.dat file doesn't exist. Heck, the No_Backup folder doesn't exist either.

You must have not tried it then with ios11, there is no pp.dat file at all. 

 

I've been using many other saves.. and this one... there is just no pp.dat

Are you Jailbroken?

That is not possible. If your software can get into the filesystem, it will be there. Unless you for some reason need kernel access to get into No_Backup .
