the "bootstrap" folder doesn't show up on my device, is it because im on a lower version of iOS and using another jb than the one mentioned?

How can I activate the mod menu? When i open the game it says tap the card to activate the menu but when i click on it, it just vanishes, how do i activate it??help plz
