When he means

dpkg -i /path/to/hack.deb

It's where you put the file. If you have Filza installed, you can just download it and use the "Open In" on Filza and install.

If you are on a PC and the file went to Documents folder, it's:

dpkg -i /var/mobile/Documents/hackFile.deb

Hope I made it easier!
