What does instant skill mean? It doesn't seem to change anything

After hitting an enemy once or being hit, you get a full bar for your skill. With your team spamming skills, it's essentially instant.

It doesn't work for me. Im not sure why, everything is set up as it should be. Ipad, ios 9.3.5 and successful jailbroken with ifile as my mod downloader and installer.

It does not view my messages, other than the '' auto win ''
and I know of more glitch than I ended up asking for requests per message,
but it does not see!
