Solved Unable to download at this time

So im on iPhone 6S iOS 9.3.3 Jailbroken..

I wanted to download Whatsapp Messenger and it prompted me with an error after trying to download it through AppStore.. 

The error is : "Unable to Downlod App "WhatsApp Messenger" could not be installed at this time. "

I've tried all of these steps but it's not working : 

1. Simply double tap the icon of the app that you are unable to download and wait for a few seconds. Your download should resume.

2. Tap Settings > General > Date and Time > Set Automatically > and slide to turn off “Set Automatically”. Manually set the date one year ahead. Now try to re-download the apps. If you get an error message, go back to turn on “Set Automatically” then try to download the apps again.

3. Restart your iOS device. Simply press and hold the on/off (sleep/wake) button until you see the red slider and slide the slider to turn your device off. To turn back on, press and hold the on/off button until the Apple logo appears.

4. Settings > iTunes & App Store > Your Apple ID > Sign Out. Restart your device, then Settings>iTunes & App Store>Sign in and then try again.

5. Tap Settings > Wi-Fi and turn Wi-Fi off and then on again.

6. Reset Network Settings by tapping Settings > General > Reset > Reset Network Settings, and then your iDevice will restart. Note that will reset all network settings including your Wi-Fi passwords.

7. Reset your device by pressing and holding the sleep/wake button and the Home button together until you see the Apple logo.  

8. So i really need help to fix this error please anyone? I even try to go to safe mode and use vpn but nothing change. I would really appreciate the help ...

Yes i've forgot to mention.. The other apps could be download just fine.. But only Whatsapp is broken...

Are you trying to download an old version of WhatsApp?

Nope.. I was trying to downlod the latest version of it.

Unfortunately not but you could tell me the steps i need to do as im not at home right now.

When you are near a PC, you could use iTunes to download the app.

OR if that don't work, use Cydia Impactor to download it.

hermm if i would install it with cydia impactor.. Where can i get the ipa file for the whatsapp because it will redirect me to itunes if i click on the appstore link...
