Help/Support HOW TO MOD? (YUP, IM A NUB)

So lately i saw people who make "MOD MENUS". They mod games like Critical Ops. But i need help, how do you a mod a game? And where do I start?

 

I need to know both on IOS and Android. I only saw tuts like apk editing and sources editing but both didn't give an explanation. SO HELP GUYS? If I can mod one online game I will give +rep. Thanks
