Well you would need an application, me my self I use PhotoShop, You don't have to use this application there are more for you to use, it just PhotoShop is a preference and has helped users begin a path with GFX. If you have a search around the forum you will find a thread for PhotoShop and you won't have to pay for it. 

Once you have a program you want to use :

Open a new document

Size : 300x500 This is not a normal signature size but it gives you a larger area to work with, when you got the hang of things you can go smaller. 

Search google for : Renders,Stock images,CD4s,Brushes and background images you just like the look of, the more you have the more options you have. 

Now start to add them to your new document in a flowing order, use brushes to blend and blur, have a play with all the settings make a mess then undo it all and start again, the Internet is full of Awsome tutorials that will show you what to do and Learn you the basic, moderate and advance GFX'ing.

You can turn a video into a gif image by using a website by searching gif maker or video to gif image or something, that's how I turned a video in a gif for mine.
