I've followed the steps of just signing in for the free apple developer account but it still doesnt work, I've made 2 new Apple ID's already, Did apple change this? Would appreciate any help asap.

All you have to do is make an Apple ID and you're already a free developer.

For some reason when I use Cydia Impactor, It still gives me the not Enrolled Error, And i've pretty much followed ur other post about Cydia Impactor. It's still giving me the error D:

What are you trying to do? Install Cydia Extender? That's only for developer. If its nothing to do with with Cydia Extender, try this. 

Run Cydia Impactor, Go to Xcode tab then click Revoke Certificates. Try again & see if it works.
