I jailbroke a iPad 2 I had running 9.3.5 via Phoenix but when it reboots cydia isn't there... I go to Phœnix and it says iPad is not jailbroken...

Make sure "Find my iPhone" and "Touch ID"/Password are turned off and try again. Sometimes it may take a few tries.

Whenever you reboot, open the app (phoenix) again and tap on " kickstart jailbreak"

I did take me me 5 attempts with a n iPad 2 at the weekend running 9.3.5 but it did work in the end.
