Is the cracked IPA easier to hack in app purchase than the normal ipa? What is the difference? How to crack ipa on iOS 10?

Well cracking an IPA will allow you to use it without an Apple ID if that is what you are looking for. Unless you mean hack the IPA.

Or are you talking about using LocalIAPStore to hack in-app purchases?

If you could rephrase your question that would be nice.

I'm talking about using LocalIAPStore, will it work on some apps that are cracked, for example there is an app that LocalIAPStore doesn't work with, will it work if I crack the app? or will it be easier to hack it somehow?

What do you mean "crack" that has nothing to do with in-app purchases, no it won't do anything its unrelated.

If LocalIAPStore doesn't work then it won't work, you will need to result to using other methods of hacking like GameGem (iGameGuardian or Game Player) for changing currency values, using Flex and/or Theos or using IDA.

Yeah if you want to do more advanced hacking like IDA you need to crack the binary to have access to the app to modify the files if you wanna have a hacked IPA.

It has nothing to do with LocalIAPStore but physically modifying the app itself for free in-app purchases if you wanted to do that and if it works for that app.

No problem, at least that's my understanding of it, I haven't even touched that myself but that's what I heard.
