i think you got stuck because GOD MODE , try take off all , and turn off GOD MODE, turn off all mod for sure , stand up , dont move , and lets your character die by hungry or thirsty , i think may be finish your stuck in game. good luck

Its where I split the screws and tried to finish the settlement. Which I shouldnt have apparently lol. Now its in eternal finished form and the story wont continue for me. I did try that trick. Didnt work. The settlement barracks is already built and no further conversation.
