I think i got them in bunker alpha. red ticket's crate i think, i never purchase those packages since i got 0 gold left and cannot do the "increasing gold" trick.

And i am too lazy to reset, because gold cannot be used for anything now, except for gasoline, which you can duplicate them easily.

It is said that drop rate is increased for every red crate you open and doesn't have gas tank in there.

So probably it's a good thing that you try opening red crate for a few times, and try your transport package again, or better yet you find them in the red crate itself

Note: bunker alpha is reset for every 48 hours, so you would need a few while to open those red crates
