Help/Support Install LocaliApStore without Jailbreak

Hello. I have an iPhone 6, iOS 10.3.1 and the jailbreak isn't out yet. I wanted to install LocaliApStore today because I need free in-app purchases so I googled it and I found this article: 

 

I dont get it because:

-how could you install Cydia without being jailbroken?

-what do they mean by saying launch cydia and add vShare or HYI repo?

 

Sorry for so much questions.. I'm trying to figure it all out lol.

I'm 99% sure this is fake.  As far as I know, it's not actually possible without jailbreak

Localiapstore can only be used on a non-jailbroken via custom dns servers if you download it from cydia on non-jailbroken its not possible because localiapstore needs read write permission on the system to change things to get it to work.

I think what they do is say "Free In-app Purchases" when really its just hacked games like "Free Store" Hacks and stuff which is similar but not the same.

I don't think you can install LocialIAPStore without jailbreak but I know that the website is fake.
