It’s normal u Need to collect the new item legitimately to place stuff so u need to play nonhacked version of the game

okay i deleted hacked version of the game then download again it fixed. now i am gonna wait factory reset three times.

You can finish headquarter even if you duped the the special(antenna, spark plug, wire etc...) items. Just keeping visiting the places where the special items come from, collect them and until it adds up then drag drop them where they need to go and it will finalize. I did this an it worked even playing hacked version
