how to inject the ipa with it

You can add it normally like Jailbreak. Just compile with theos-jailed.

You would have to create an app using a UIAlertView in the code, you can use XCode for Mac or Maybe Theos for Mac or Windows and you can side-load it using Cydia Impactor.

But I have little to no experience with any of it.

Yes but that's a problem if he doesn't have a spare jailbroken device laying around.

I'm pretty sure there's Theos for Windows and Mac anyway.
