For crown the game is correcting it nothing you can do 

for worker there is a trick you have to use ( no unlimited worker for a long while bro easy to get banned)

Say you get 16 worker total after using 0 worker and 0 citizen. First use all 15 worker with 1 spare and no university upgrade in process.play multiplayer or just search enemy and return the worker used will shown 16/16. Now you can get 1 more extra upgrade for any building.

Remember no university upgrade.

Using above trick I have 18 worker but got always mare than 22 worker worth of construction ongoing at all time.
