    I've since figured out the issue. Pandora is installed without storage permission by default on s8+. Just give Pandora permission to storage

    Found it!!

     

    First set the permissions to on for "STORAGE" on Pandora

     

    then download any song

     

    Open your file manager

     

    My Files > Internal Storage > Music
