if the Game Data is stored Online, then you have no chance to restarting the Game what i think....

if your Game Data is Stored offline on your iPhone you could reset it with this method

 

you could trying following thing,

1. logout from Game Center and try this method - Game Data will then stored offline and you must manually Backup it with Icon Tool and restore when needed

2. logout from Game Center and make a new Apple Account and log in with the new Apple ID and try this method before go in the Game - your Game Data will stored Online and you must repeat "2" if you got banned again.
