How do I restore my iDevice without upgrading my iOS 10.2 to the latest version?

 

I don't know if (Cydia Eraser - by Jay Freeman) Works..

 

Using Blobs works but I don't have a Mac, I only have a Windows PC.

If you saved blobs before the signatures of iOS 10.2 were closed, you can use Premetheus on Windows, to downgrade to iOS 10.2 again. But if Cydia eraser works, use it.

Cydia eraser doesn't work. In cydia it shows only up to 9.3.3
