I managed to get it to change the stats +10, level up the character, and it didn't stick

Hm, and you're actually leveling the character? Like from the level up screen? I've leveled a full roster at this point to +10, it's still working as of right now. Able to close out, switch devices etc and they stick.

do you have to level them up from the level up screen? I got it to +10 and went to a fight and got the character to level up and the stats went up like you said they would, but it didn't sync with the server. Could you do it for me?

I haven't tried leveling them by any means other than simply doing it from the level up screen. It may have caught the 'mistake' with the server ping when you started the fight and corrected it, I would suggest +10ing the character you'd like and then going to Allies -> Level Up and doing it from there. Should work no problem for you at that point.
