It's interesting, that's for sure. The major drawback is that in PvP, you need to have the "faster" character or else the enemy team will go get the infinite turn status. Moreover, it can kind of screw up. For instance: when fighting HQ MJ, she starts off with evades on her and she can attack if she evades an attack. If your character gets killed by her, then the next fastest unit--usually an enemy unit--will get the turn status.

If you play it smart, it works, but it's not without its drawbacks unfortunately. Awesome job, though, as usual!

If you don't like this, we can go back to No Skill Cooldown only.

I personally like the "No Skill Cooldown" only one better since you get to use more characters and it's a bit of a nice in-game way to counter the users who are quick to upgrade their characters to max stats/equipment since it levels the playing field a bit. But--I could be a minority speaking, so we can see what others say :) I also don't want to just dismiss the work you put into it.

Ok, I will leave just Skill Cooldown next update. :)
