Help/Support Activate iPhone 4S without a SIM Card

Does anyone know of a way to activate an iphone without a sim card?

I was able to restore it but I don't have a SIM card or access to SIM card carriers either.

It was a update and restore so it's on the latest iOS version 8.1.3 I believe.

Currently stuck at initial iPhone setup (there is no icloud lock but I just can't activate without SIM)

I believe this is a hardware problem so we do a factory unlock.

@@pain172 Don't use that link, if you want to unlock, contact the carrier you are with and they'll do it for a small fee. If you don't want to unlock it, find the carrier it's unlock to and insert the carrier's sim into the phone and it'll work

You need a sim card to activate it. No other way.
