Currently it only affects damage to health bars, and not damage to protection bars or protection up buffs. And since most characters have more protection than health, you don't get any benefit from the damage multiplier until you fully destroy their protection bars with normal 1x damage first. And this becomes impossible with some squads that are based around protection and protection up buffs. Thanks.
