General Paypal Limited Account

Hey Guys. 

 

This week I signed up on Paypal for an account,

but soon after my first payment I got a limited account so I cannot send payments, or anything.

I just can receive the money. 

 

Does anyone had this problem and did try and resolving it without  having to put your bank account and credit card?
