Incompatible iDevice probability of running apps?

As the title says, is it possible to run apps that are not compatible with your/my current iDevice?

yes and no, depending on which app you want to download, some apps allow you to downgrade the app and the app will allow you to use an older version of it, and some won't let you do that . :)

What if the app was made not compatible for the iDevice?
