backup your device and the wipe your data throught settings than jailbreak with clean ios. after jailbreak success restore back your backup to your device. srry for bad eng im just 14

 The pangu jailbreak tool you are using supports iOS 9.2.1,so personally I don't think you need to update the iPhone to iOS 9.3.3 1st.

 

Some research on google got me the information that the Chinese jailbreak team,pangu are NOT going to release a untethered version of ios9.3.3 jailbreak,so you are stuck with a semi-untethered jailbreak with ios9.3.3.

 

Remember to full backup your data in iTunes!

4)Jailbreak iPhone.

Click on 'back up now'

See there's no backup option ( im using itunes 12.5.1.21

i think your phone has been kind of bricked as the your method failed, I dont think so you are non-jailbroken neither are you jailbroken . you are stuck up in between and itunes thus asks you to restore to defaults
