I have a 15MB connection but it doesn't matter if I'm downloading from a slow server. But all of the apps I've tried using are that slow 100kbs.

Isn't there anyway of boosting videos download rate ?

It usually depends on the site you're downloading from. Have you tried a site like YouTube to MP3? Just find the YouTube link.

But I don't use a PC, just iPhone. Safari can't download anything :(

If you don't have a PC, how are you downloading in the first place?

I use a MP4 download app, it works like an extension for safari, as extensions work in GoogleChrome
