im trying to restore my device because cydia and cydia tweaks wont open

Since 9.3.4 is out, you'll need to go to ipsw.me, download 9.3.3 IPSW then go to iTuns and hold SHIFT & click on the "Restore" button to select the 9.3.3 IPSW and that'll do a fresh restore so you can rejailbreak.

 

This only works because Apple is still signing 9.3.3.

Check if Apple still signs 9.3.3, if Apple still signs it restore via iTunes using 9.3.3 firmware. If Apple already stop signing 9.3.3, then use Cydia Eraser. Not sure though if 9.3 is supported.

You can restore from a backup after you Jailbreak.
