You can't you have to be Jailbroken it utilizes mobile substrate and other Cydia tweaks in order to get the hack installed.

Most mods in this section require jailbreak. Hence it being in the 'cydia substrate' section. For non jailbreak mods, check the 'no jailbreak' section.

 

If you're not jailbroken, you should consider doing it ! I think iOS 9.3.3 is still being signed, so you should be able to upgrade/downgrade no problem
