This happened to me but with my credit card. I had to enter a code that would arrive with my monthly usage of the card in the mail in order to confirm that it was mine. I don't know if the same applies to your situation..

You see these resolve buttons on the side? CLICK EVERY ONE OF THEM and do what they say. That's the only way you can unblock it.
