Cydia How do you jailbreak?

Im pretty new to this, but i would i like to jailbreak my Iphone 5s 9.3.1.

 

Ive done some googling but i found nothing but a semi jailbreak which doesnt really do what i would like the jailbreak to do.

 

Could someone help me jailbreak my Iphone?

No, Apple stopped signing previous iOS versions so you cannot downgrade.
