Can't install or update apps off the App Store!

Hello,

 

Lately I've been having trouble with the App Store. A few days ago the App Store said I have an update for an app. I pressed "update", but it doesn't update, it just said "waiting". At first I thought it's going to take a while so I didn't worry about it. However, when I tried to install an app, the exact same thing happened. Now I can't install or update apps. I'm running an iOS 9.0.1 Jailbroken iPad Air, and my internet is completely fine. Any help?

Have you tried, rebboting, respringing, deleting recent tweaks or springboard apps/hacks that may have impacted your iDevice?

Yes. I've tried everything I could but it still doesn't work.

Yes. I've tried all of that, and removing all my tweaks and reinstalling them, but it still doesn't work.

Install appcake, linkstore see if you can download apps from there.

Have you tried updating tweaks?

Yup, also I tried app cake and other free app stores and they didn't work.

If that does not work use a file manager of some type Filza or IFile go to Library/MobileSubstrate/DynamicLibraries. find files that are named iCat.Dylib and or ICat.Plist then delete those files and empty trash then completely reboot device
